These two dogs were making complete pests of themselves, running around the restaurant, barking and play-fighting.

I don't know if the man who picked the dog up knew it, but as someone who is mildly afraid of strange dogs, I certainly wouldn't have reached down in the midst of two dogs barking and snapping at each other.
